A couple of points here. One, Republicans have been awfully specific in their criticism of a bill that no one's supposedly read. Two, he was awfully quiet about this problem when the house voted on the Patriot Act -- which, coincidentally, no one had read.

While freaking out about the deficit, the GOP offered an "alternative" that was nothing but tax cuts. Republicans were willing to vote for this and nothing else.
