Bruce Bartlett, former economic adviser to Bush the Elder, points out the obvious: tax rates are at a historic low and the economy sucks. If tax cuts helped the economy, they'd be doing it now. "There is no reason to believe that reducing them further will do anything to raise growth or reduce unemployment," he writes.
