The sign refers to a quote by Thomas Jefferson; "The tree of liberty must be refreshed from time to time, with the blood of patriots and tyrants." From an armed nut, this can't be taken as anything other than a threat.
This is what passes for reasoned discourse on the right, "Do what I want... Or I'll kill you."

These are two quotes making the wingnut rounds in heavy rotation.
